Recently, based on the asymptotic expansion formula in the existence of thin, curve-like electromagnetic inclusion and the structure of singular vectors of collected Multi-Static Response (MSR) matrix, a non-iterative multi-frequency imaging algorithm has developed. In this paper, we study the structure of multi-frequency imaging functional and present an improved imaging functional weighted by the given frequency. In order to analyze the structure, we discover the relationship between imaging functional and Bessel functions. A set of numerical examples for single and multiple inclusions shows that presented algorithm not only maintains virtues of traditional one but also improves the imaging performance.
